A report may be easy to build and still be inaccessible to its audience. This guide explains how Power BI Pro, Premium Per User and Fabric capacity affect sharing and viewing.

Access is determined by the person's license, content location and workspace mode. It is not enough to check only the author of the report. Microsoft differentiates between these combinations in feature overview by Power BI license.

Basic difference without marketing shortcuts

Pro is used for regular publishing and collaboration between licensed users. PPU adds additional functionality per user, but content in the PPU workspace also needs appropriately licensed recipients.

Fabric capacity is procured and managed in a different way. For consumption of Power BI content without a paid user license, the relevant qualifying capacity is typically F64 or higher. The lower F capacity alone does not ensure the same regime for free readers.

In any case, the user must obtain permission for the content. License and authorization are two separate controls. The purchased product does not automatically make all company reports available to the person.

The table handles common internal sharing. Embedded scenarios and external approaches require separate consideration; do not transfer to them without checking the internal user policy.

The report can be inserted into Teams, SharePoint or the company portal. This makes it easier for users to search, but does not change the permissions of the Power BI service instead of the display itself.

When testing, open the same content as a regular recipient. An administrator can have more rights and a different license. If everything works under his account, you still don't know if he fits the intended audience.

Record the workspace, report, application, and audience. Then a license request can be distinguished from a bad link or missing permission.

Count authors and recipients separately

Find out the number of people who create, edit and publish reports. Count regular and occasional readers separately. Add planned growth and critical deadlines, such as a monthly deadline.

A small team with demanding functions can appreciate PPU. Larger audiences may lead to capacity assessments. But no option is the cheapest just by name. You need a current offer, real consumption and desired features.

Don't use historical dollar prices from forums as a budget basis. When comparing, use the specific offer for the region, currency, liability and tax regime.

Model example: three analysts and eighty readers

A hypothetical company has three report writers and eighty readers. One author takes a PPU and moves the report to the PPU workspace. This does not create an authorization for eighty people with Free.

The company compares two objectively described options: user licenses for a suitable audience and qualifying capacity for distribution. In addition, capacity will evaluate performance and management; for the user model of changing the number of people and the necessary functions.

The decision should not rest only with today's eighty readers. Find out if more reports will be created, who manages them, and if readers need export, custom creation, or features other than display.

The PPU pilot may mask a future problem

Trial and temporary elevated privileges may create a different state during the test than later operation. Therefore, indicate in the records whether the author and recipient use a permanent license, trial or other temporary authorization.

Test the pilot even under a regular target account without a trial product. Otherwise, the distribution may stop working after the end of the test period when the report is used by management.

Confirmation of the resulting workspace mode should be part of the handover. It is not enough to write "the report is ready" when no one knows where it will be published in the long term.

Data permissions are another layer

For business or financial reports, prepare a list of who can see which data. It is not enough to enable reporting to the entire organization and assume that the restrictions will automatically derive from the department.

Test representative recipients with different roles. In particular, verify the work with detailed data and exports. Permissions that are too broad can invalidate carefully designed restrictions on the view itself.

For read-only users, prefer to design accesses according to consumption. Authors need different rights than recipients, and this difference should be reflected in the test plan.

Publish to web is not an internal license solution

Microsoft explicitly describes Publish to web as public publishing. Don't use it as a shortcut to a company dashboard with customer or internal data.

A public link is not protected by sending it only to colleagues. For content intended for public disclosure, this may be a valid function; for internal data, it is necessary to choose a controlled distribution model.

Procedure before purchase

  1. List authors, readers and their desired functions.
  2. Find out the current workspace mode.
  3. Test common recipient access.
  4. Distinguish between trial and permanent licenses.
  5. Compare the user model with the corresponding capacity.
  6. Confirm authorization and data protection.
  7. Prepare post-pilot management and review.

Also include the data sources and recovery process in the background. Purchasing a license alone will not resolve a failed update, unavailable gateway, or unclear data source owner.
