Microsoft 365 F3 is designed for eligible frontline work. A job title alone does not establish eligibility. Check device use, application rights and shared-device scenarios before assigning licences.
First verify that the user is eligible for Frontline. Then check if F3 provides him with the necessary services. Fulfilling the first question does not automatically mean fulfilling the second.
What the Frontline Terms and Conditions state
The current Product Terms for Online Services provide two alternatives: the user uses a primary work device with a single screen smaller than 10.9 inches, or shares the primary work device with other Frontline licensed users during or between shifts. Additional terms are provided for sharing.
Pay attention to the exact wording. "Smaller than 10.9 inches" is not the same as the general idea of a small tablet. And the condition of a primary shared device is not met just because an employee uses a common computer in a meeting room once a month.
For a specific order, open the Product Terms corresponding to your contract program. Record the date and description of the role being assessed. The title cannot be reliably derived from the job title "warehouse manager".
Device condition and app rights are two issues
In the forums, the screen size rule is often confused with the capabilities of the Office mobile apps. Keep separate when assessing:
- whether a user can be assigned a Frontline license;
- whether it has the right to use a particular application;
- whether the given application technically manages its task;
- whether the device is licensed and any other services.
Even open Excel for the web does not prove that the job role meets Frontline conditions. And meeting the Frontline conditions alone does not ensure desktop Excel for complex models.
Microsoft 365 F3 and Office 365 F3 are not the same suite
Use the full product name in your order. The shortcut F3 is not enough. Compare identity, device management, operating system, mail and applications by specific variant.
Don't rely on a historical chart from a blog or a snapshot from a previous purchase. Before making the change, it is advisable to open the current overview of services and the exact items of the offer. Default information is provided by Microsoft 365 and Office 365 plan options.
Prepare a comparison of work tasks for the team leader. "Cheaper plan" is not a sufficient description of the change if one loses the app used at the deadline.

The table does not automatically entitle any role. It shows which questions IT should ask before making a product change.
Desktop applications can change the whole decision
A person working most of the day at a terminal might need a desktop application with macros, a plug-in, or offline processing once a week. These tasks are easily lost in the basic overview of roles.
Test real files and workflows. Opening a small table in the browser is not enough if the main closing is done in a large workbook with an external add-on. For each critical activity, determine whether it can be changed or whether the relevant license must be maintained.
If several people use desktop Microsoft 365 Apps on one computer, also deal with shared computer activation. F3 itself is not a substitute for a desktop Apps license. Microsoft describes supported plans and activation separately.
A shared device does not mean a shared account
The operation may use the same hardware, but the people should have recognizable identities. A shared password complicates access changes, tracking actions, and handing over shifts.
During the pilot, verify the worker's logout, switching and the availability of their applications. In particular, check that no documents or sessions from a previous colleague remain on the device. License saving is not a good result when a new problem arises every shift change.
Also ask about crowds. The replacement does not need to have the same profile as the regular terminal user. Prepare the corresponding authorization for him in advance and test his login.

Model example: thirty people and six terminals
A hypothetical warehouse has thirty employees and six primary terminals shared between shifts. In addition, two managers work on their own laptops every day. Assigning everyone an F3 by department name would be inaccurate.
The manager will split the actual work modes. With terminal workers, they will verify the sharing conditions and the applications used. With leaders, they will check their individual devices and the necessary desktop tools. This can result in different license profiles in the same department.
The numbers in this example describe the work organization, not the "one license per terminal" licensing rule. User Frontline licenses and any device licenses are calculated according to the relevant model.
What should the pilot contain
- List of representative people and their primary facilities.
- Confirmed assignment condition Frontline.
- Inventory of necessary applications and accessories.
- Test mail, collaboration and working with real files.
- User and crowd rotation test.
- Review of device management and security policies.
- Approval of the work result by the operation manager.
Include the pilot in the regular shift. An out-of-service test may not reveal a slow login, unavailable reader software, or a problem with fast people switching.
Records that can be maintained
For the role, note the primary device, sharing method, assessment source, and critical application. You don't need a novel for every employee. You need to find out why the profile is suitable and when it should be reviewed again.
The trigger for a new check can be the allocation of your own laptop, a change in workload or new software. Once approved, the profile may not match the person after promotion.

Is it enough that the employee works in production?
No. The job assignment itself does not replace the conditions of assignment or authorization to the services used.
Can a Frontline user work on a large monitor?
Can't answer just by monitor size. Consider the alternative shared primary device condition and specific application rights.
Is F3 suitable for anyone who doesn't need desktop Office?
No. The absence of desktop Apps is only one part of the assessment. The user must also meet the relevant Frontline conditions.
Do we need a separate plan for shift leaders?
Maybe. It is the actual work, the primary equipment and the services needed, not the hierarchy in the organizational chart, that decides.
A decision that makes sense to defend
A good choice of F3 is based on the described job role and verified conditions. First confirm the claim, then the functional coverage, and only then compare the price of specific offers. This reduces the risk that a cheaper order will trigger an expensive change in operation.
