OneDrive After Offboarding: 60, 93 and 365 Days

Removing a Microsoft 365 licence from a departing employee does not freeze their OneDrive in a permanently free, administrator-accessible state. For active Entra accounts, Microsoft now applies a defined unlicensed-account lifecycle: read-only at day 60 and archived at day 93.

The practical answer

The short answer is simple: decide what should happen to the files before removing the licence. Transfer operational files to a team-owned location, document retention needs, and either budget for archived storage or delete the account through the normal controlled process.

Start with the identity state

Two leavers with the same removed licence can follow different OneDrive paths. If the user remains active in Microsoft Entra ID but has no qualifying licence, the OneDrive is treated as an active-but-unlicensed account.

What the timeline means in practice

The clock starts when the user loses the licence. Record that date in the offboarding ticket; otherwise day 60 and day 93 become guesswork.

Archive billing is tenant-wide, not a one-user switch

The current documented rates are USD 0. 05 per GB per month for archive storage and USD 0.

  • If the user remains active in Microsoft Entra ID but has no qualifying licence, the OneDrive is treated
  • as an active-but-unlicensed account. It becomes read-only on the 60th unlicensed day and is archived on the 93rd.
  • If the Entra user is deleted, the standard OneDrive deletion process
  • applies instead. Microsoft honours the configured OneDrive retention period, retention policies,

and legal holds before recycling and permanently deleting content. Deleting the identity is therefore not equivalent to leaving it active and unlicensed.

Day 0: the licence is removed

The clock starts when the user loses the licence. Record that date in the offboarding ticket; otherwise day 60 and day 93 become guesswork. Before this point, identify files that are still operationally owned by the team. A former employee's OneDrive should not become a long-term departmental file server. Day 60: read-only Microsoft places the unlicensed OneDrive into read-only mode. Users can no longer treat it as an active working location. Waiting until this point to discover undocumented workflows or shared links is avoidable operational risk. Day 93: archive or recycle-bin path For an active Entra identity, Microsoft archives the OneDrive. It remains visible through administrative tooling, but the content is not normally accessible until an administrator takes a supported reactivation action. An archived account retained by a retention policy or legal hold still creates archive-storage cost when unlicensed OneDrive billing is enabled. Retention is a preservation requirement, not free storage. Prolonged unpaid archive storage Microsoft’s current documentation warns that unlicensed OneDrive data is at risk after prolonged non-payment, including where retention or holds exist. It describes data removal after 275 days of non-payment and deletion after a cumulative 12 months. Do not design a compliance process around unpaid storage.

Archive billing is tenant-wide, not a one-user switch

The current documented rates are USD 0.05 per GB per month for archive storage and USD 0.60 per GB

  • when an archived account is reactivated. Prices must be revalidated for the customer’s region, agreement, currency, and publication date.
  • The important design detail is scope: after a payment method is provided for reactivation, storage charges can apply to all qualifying unlicensed accounts
  • in the organisation that have passed the archive threshold. Reactivating one urgent account can therefore expose a backlog that nobody previously measured.
  • Microsoft 365 Archive for SharePoint and unlicensed OneDrive billing are separate

controls. Unused SharePoint storage does not offset unlicensed OneDrive archive storage.

A better offboarding decision

Operational transfer

Move files that belong to a team, client, project, or process into an appropriate SharePoint site or another controlled repository. Reassign ownership of Power Automate flows, shared links, and business processes separately; copying files alone does not repair every dependency. Time-limited recovery Keep the account only for a documented transition period, with an owner and deletion date. The plan should finish before the read-only or archive milestone unless archive billing is intentional. Regulated preservation If files must be retained for legal, regulatory, or records-management reasons, apply the correct retention control and fund the resulting storage. Confirm that the policy actually covers the content before removing the licence.

What not to do

Do not keep every leaver as an active, unlicensed Entra user indefinitely.

  • Do not assume a retention policy makes archived storage free.
  • Do not rely on a manager’s access to the
  • former employee’s OneDrive as the permanent operating model.
  • Do not wait for day 93 to inventory high-volume accounts.

Practical checks

Do not confuse OneDrive retention with backup or with a departmental record system.

A practical monthly control

Export the unlicensed OneDrive report and group accounts by days

  • unlicensed, storage size, retention status, identity state, and business owner.
  • Review accounts approaching day 60 and day 93. Calculate expected archive volume before enabling billing or reactivating an account.
  • For larger environments, include this report in the joiner-mover-leaver control and
  • reconcile it with licence removal, Entra deletion, legal holds, and HR

retention decisions. Axeti can help turn that inventory into a costed offboarding and retention model without treating every leaver the same.

FAQ

OneDrive After Offboarding: 60, 93 and 365 Days: common questions

Does removing a Microsoft 365 licence delete OneDrive immediately?

Expand options

No. For an active Entra account, the current unlicensed-account lifecycle places OneDrive in read-only mode on day 60 and archives it on day 93. A deleted Entra account follows the standard deletion and retention process.

Can an administrator still open an archived OneDrive?

Expand options

Not as normal live content. An administrator must use the supported reactivation process, which can create a per-GB reactivation charge and ongoing archive-storage charges.

Can unused SharePoint storage cover it?

Expand options

No. Microsoft documents unlicensed OneDrive archive billing separately from SharePoint storage and Microsoft 365 Archive.

Does a legal hold prevent all deletion if archive storage is unpaid?

Expand options

Do not assume so. Microsoft explicitly warns that data is at risk after extended non-payment regardless of retention policies, eDiscovery, or holds. Fund the preservation design and verify it with the relevant legal owner.

Should leaver files be moved to SharePoint?

Expand options

Operational team files usually should be transferred to a team-owned repository. Regulated records may need a different retention design; the correct destination depends on ownership, access, and preservation requirements.

What should you know about “Start with the identity state”?

Expand options

Two leavers with the same removed licence can follow different OneDrive paths. If the user remains active in Microsoft Entra ID but has no qualifying licence, the OneDrive is treated as an active-but-unlicensed account.

What should you know about “What the timeline means in practice”?

Expand options

The clock starts when the user loses the licence. Record that date in the offboarding ticket; otherwise day 60 and day 93 become guesswork.
